Advocacy
NPAction is an online resource for nonprofit advocacy. Through NPAction, organizations can learn the basics of nonprofit advocacy; connect to policymakers and the media; discuss and voice opinions on advocacy issues; test advocacy knowledge; and access one of the largest online directories of advocacy resources-- focused on, and edited by, the nonprofit sector itself.

Community rights
Community Rights Counsel public interest law firm was founded to help communities protect their health and welfare.

Green Book updated
"Pediatric Environmental Health" (also known as the "Green Book") has been updated and includes new chapters on heavy metals, risk assessment, and advocacy. Pediatricians can receive free copies by calling 1- 888-227-1770.

Digital divide continues
Though the federal government reports that the digital divide is shrinking, a recent re-analysis of the data found that is may take two decades for low-income households to catch up to wealthier households.

The Next Step...

As mentioned in the previous issue of Catalyst, the Congressional Black Caucus released the findings of a series of environmental justice listening sessions. Concurrently, the Congressional Hispanic Congress (CHC) informed President Bush that they will not participate in Hispanic Heritage activities with him until he responds to CHC concerns about healthcare issues.

EPA has encouraged the Hispanic community to support the Clear Skies initiative promoted by the Bush Administration despite the poorer air quality in Hispanic communities resulting from such changes to the Clean Air Act.

Congressional interest was piqued since the outreach deviated from a typical EPA educational effort focused on an existing program to advocating for a pending legislative proposal. The CHC has also inquired about EPA's failure to perform an environmental justice analysis of the impact of the Clear Skies initiative.

At this juncture, it appears that an effort to bolster the Bush Administration's waning support in the Hispanic community may be undermined by questions about the propriety of the outreach method he supported.

Partnerships with communities to maintain indigenous enviromental health knowledge are growing and span from from Alaska to Hawaii


ENVIRONMENTAL HEALTH

Environmental health departments
The Council of State and Territorial Epidemiologists surveyed state and territorial health departments in 2001 and identified inadequacies in health department epidemiological capacity that ranged from less than half of epidemiological staff possessing formal epidemiologic training to only one-third of states and territories reporting substantial, almost full, or full capacity in epidemiology and surveillance programs for environmental health.

As part of Lead Poisoning Prevention month, the Child Trends DataBank produced an excellent summary on the prevalence of childhood lead poisoning.

Southwest Network for Environmental and Economic Justice
The Southwest Network for Environmental and Economic Justice (SNEEJ) is one of the largest and oldest environmental justice networks with more than 50 community group members throughout the Southwest. A new bilingual website provides information about SNEEJ activities and goals.


Cost-benefit analysis
Major environmental health regulations require cost-benefit analysis. However, there are significant barriers to enabling cost-benefit analysis to properly monetize or discount over time environmental justice impacts.
